Just in from the Green Nuclear Underground...are American's Commercial Nuclear Reactor Communities being wrongfully exposed to Tritium, is the NRC deliberately down playing the significance of Tritium releases into the environment in the name of America's Thermonuclear arsenal?
It has been the contention of this author (for decades) that you cannot separate the Commercial Nuclear Industry from the Military Nuclear Industry as they are equal parts of the whole that is the Siamese Demon Spawn that is the Commercial/Military Complex. I came to this conclusion early in the 80's as my knowledge base on the Gaseous Diffusion plants in Paducah Kentucky and Portsmouth Ohio increased, was solidified when I drove around the Portsmouth Facility, saw the miles upon miles of stacked up, rusting barrels of Depleted Uranium.
I've felt all along that the Anti Nuclear Groups needed to JOIN FORCES with those who opposed Nuclear Weapons, have bemoaned the lack of worry the Anti-Nuclear Weapons folks have given to commercial nuclear reactors....especially in the last say ten years as the NRC races to rubber stamp the License Renewal Applications of America's 104 Ancient Nuclear Behemoths, failed reactors left over from a failed nuclear legacy that the DOD, DOE, NRC and the nuclear industry desperately want to keep up and running to save the industry, and...COULD IT BE THE UNITED STATES NUCLEAR ARSENAL?

One of the BIGGEST problems that the NRC has been ignoring of late is the TRITIUM leaking from an ever increasing number of American Reactor sites. The latest example of this was the UNDERGROUND PIPE RUPTURE at Indian Point on February 21st of this year. The licensee estimates some 100,000 gallons of tritiated water RUSHED into the Hudson River as a result of this significant accident. The NRC Propaganda Team was quick to rush out to the medium with their patented, "No harm no foul" message that stakeholders were never in any immediate danger. (Notice the slick use of the word IMMEDIATE?) Further, the NRC, NEI and the entire nuclear industry are going to a whole lot of trouble to MAKE AMERICANS COMFORTABLE with Tritium LEAKING INTO OUR ENVIRONMENT...WHY?

First, how many of you knew that the DOE/DOD used to operate two Military Reactors whose sole purpose was the PRODUCTION OF TRITIUM?...DOES THAT HAVE YOUR ATTENTION?
How many of you knew that those two reactors were permanently closed down in the early 90's for SERIOUS SAFETY CONCERNS?
Tritium is a radioactive isotope of hydrogen used to enhance the explosive yield of every thermonuclear weapon. Tritium has a radioactive decay rate of 5.5% per year and has not been produced in this country for weapons purposes since 1988 when the K Reactor at Savannah River Site in South Carolina was shut down for safety reasons.
COME ON FOLKS, THINK FAST, THIS IS GETTING FUN!

WOW...Directed Energy, the stuff of Science Fiction and MArvel Comic Books...not exactly. I stumbled upon and article by David Hambling that suggests, even hints that the Secret Service is/has deployed Directed Energy Weapons as a part of their arsenal to protect President Obama. Realizing we could all be microwaved by an over zealous (and overly nervious)Secret Service, thought we should all know a bit about this DIRECTED ENERGY...in fact, it seems that the Air Force, Homeland Security and others are quite interested in Directed Energy as well...even more troublesome...there is a very real chance that the NEI, NRC and the owners of 104 dangerous trouble plaqued (and in some cases ready to FAIL)nuclear reactors are considering the use of Directed Energy weapons in crowd control should there be a significant accident at one of these facilities. In an interesting side note to all this...seems that a particular segment of the Army involved in Directed Energy is also providing Tritium Tracting services...sure would be interesting to find out if Indian Point and/or Entergy are using this service, or for that matter if NEI or NRC have availed themselves of the service in light of the fact that a LARGE NUMBER of America's aging nuclear reactors are beginning to have SERIOUS TRITIUM LEAKAGE PROBLEMS...could the NRC explain to me, a stakeholder how they can claim Tritium presents NO DANGER TO MY HEALTH if the Army is concerned enough about it to have the ability TO TRACK IT?
Secret Directed-Energy Tech Protecting the President?
The Secret Service is tasked with protecting the President of the United States from assailants; and given that President-elect Obama has already been the target of assassination plots they may have their work cut out after January. But they have more than earpiece radios and armored limos to help them; the Secret Service can call on the very latest technology. Documents from a recent court case indicate that they have advanced directed-energy devices which are highly classified.
You may remember Donald Friedman, who claims that government agencies are misusing non-lethal directed-energy weapons. It’s easy to dismiss him as a crank. But his obsessive digging has turned up valuable information. For instance, one of his Freedom of Information Act (FOIA) requests unearthed a 1998 U.S. Army program looking at a microwave device to beam sound directly into the target's skull which the rest of us had missed. (The same technology underlies the Medusa non-lethal weapon.)
Now he's found something else. Friedman's current court case involves attempts to extract information about any directed-energy weapons such as lasers and microwaves used by the Secret Service. Do they really have anything of the kind? A "Motion for an Enlargement of Time" (in other words, a request for a few more weeks) by the Secret Service's attorney indicates that they have something, and it's pretty secret:
"Plaintiff's FOIA request is for document [sic] concerning directed energy technology that is very sensitive. Some of this documents [sic] pertain to research conducted by divisions within defendant agency that is used to carry out its mandate to protect very high government officials. In fact, in one case, the documents… could not be mailed but had to be hand carried interstate."
So what is this "sensitive" technology? We don't know for sure, naturally. But we can sure speculate...
Now, we've talked before about the Secret Service's interest in laser dazzlers as a means of protecting the White House against suicide attacks by light aircraft, dating back to 1998. We don't know if dazzlers have ever been deployed, but that would certainly explain some of the secrecy.
Portable dazzlers would also be a good way of dealing with potential snipers without the risk of harming bystanders. Other agencies also have an interest in covert dazzlers. Ex MI6 agent David Tomlinson claims a laser strobe was proposed for an assassination attempt on Slobodan Milosevic in 1992 by dazzling his chauffeur at a crucial point and causing him to crash. (Conspiracy theorists claim that a laser dazzler was used to assassinate Diana, Princess of Wales — but any bright flashes more likely came from photographer's flashguns.)
A portable version of the truck-mounted Active Denial System — the Pentagon's "pain ray" — might be used to similar effect. It could cause an assailant to flinch for a vital second, giving agents an opportunity to get the President out of the line of fire, without having to shoot into a crowd. Raytheon has been working on a rifle-sized version of the Active Denial System for some years, but nothing has been heard of it recently.

Modulation of such high intensity light cause disorientation, dazzle and blink reaction that reduces the target's activity. ARL's power and energy program provides technologies that enable lightweight compact power sources and high power density components to significantly reduce the logistics burden while increasing the survivability and lethality of the Soldiers and systems of mounted and dismounted forces of the Future Army. The development of compact E-bomb warheads, especially using HPM emitters, will permit their integration in a wide range of weapons. The U.S. Army is mounting Joint Silent Guardian non-lethal, directed energy weapons -- a derivative of the active denial system or "Pain Ray" -- on Ford 550 commercial trucks for crowd control. A lot is still undecided about how the small fleet of vehicle/weapon combinations will be used including whether they will go to urban areas of Iraq, officials say.
Directed energy weapons (DEWs) are systems that use a ray of energy (e.g. laser) to damage or destroy equipment, infrastructures and individuals. DEWs are suitable primarily to disable an opponent’s electronics, sensors, command and communication systems. There are different types of DEWs, but all have the following characteristics:
They can hit a target at the speed of the light. Many aim and fire problems are history.
Although some powerful DEWs require major investments (weapons technology and supporting infrastructure), the cost of actual use is relatively low.
The power of a DEW is controllable. Although more powerful types could cause great damage, it is also possible to provide precise fire power that will not necessarily lead to additional damage.
The expertise needed to produce some of these weapons, such as high power microwave devices (HPM), is fairly easy to obtain. In fact, many experiments are carried out using converted microwave ovens. Components are easily accessible and cheap, which makes HPM weapons attractive to terrorists, especially for the purpose of destroying infrastructural facilities.

Description
A. INTRODUCTION. The High Power Microwave Technologies Branch of the Air Force Research Laboratory (AFRL), Directed Energy Directorate (RD), Kirtland AFB New Mexico, is seeking innovative techniques and approaches for the development of non-lethal weapons technology that targets high valued electronic systems.
Combatant commanders (COCOMS) have expressed desires for additional military options against the variety of electronic systems that are used in military, industrial, civil, and asymmetrical applications. To provide viable military options to the COCOMS, the Air Force Research Laboratory, Directed Energy Directorate's High Power Microwave Division (AFRL/RDH) is seeking to develop and demonstrate the capability and operational utility of a high power microwave (HPM) aerial demonstrator.
The objective of this effort is to develop, test, and demonstrate a multi-shot and multi-target aerial HPM demonstrator that is capable of degrading, damaging, or destroying electronic systems. For this effort, the contractor shall develop a compact HPM payload for integration into an aerial platform. The contractor shall produce five aerial demonstrators. One aerial platform without the HPM source shall be developed for a flight test to demonstrate delivery, controllability, and fusing. The remaining four aerial platforms with the integrated HPM source shall be developed for flight testing, demonstration, and HPM effects tests. Of the four HPM prototypes one shall be used for ground tests, two shall be used for flight tests, and the remaining one shall be used as a back-up for the flight test. Offerors will be required to have SECRET level clearances, and some personnel must be clearable for access to RESTRICTED DATA, CRITICAL NUCLEAR WEAPON DESIGN INFORMATION, FORMERLY RESTRICTED DATA, SCI, and Non-SCI.
B. The estimated total program budget for these efforts is approximately $40M over 39 months. This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to government discretion and availability. All potential offerors should be aware that due to unanticipated budget fluctuations, funding in any or all areas may change with little or no notice.

C. GENERAL INFORMATION. The government anticipates awarding one Cost-Plus-Fixed Fee completion effort contract, but reserves the right to award a procurement instrument best suited to the nature of the research proposal, or no awards pursuant to this BAA. The contract award is anticipated to be unclassified. In the event the government is unable to conclude negotiations with the apparent successful offeror, the government reserves the right to conduct negotiations with another offeror. If the offeror is a large business, any resultant contract will include a subcontracting plan, which must be submitted prior to award. In addition, AFMC 5352.209-9002, Organizational Conflict of Interest Clause, will be applicable, with probable inclusion of Alternates III and VI. The successful awardee may be required to enter into a non-disclosure agreement with the AFRL/RDOS support contractor to permit administrative access to proposal and contract data. It is anticipated a DD Form 254, Contract Security Classification Specification with a classification level of Secret will be required during the performance of this contract. Foreign-owned firms are excluded from participating. It is expected that contractors may have access to, or generate, data that is unclassified with limited distribution and/or subject to U.S. Export Control laws. Therefore, offerors will need to be certified by the Defense Logistics Information Services (DLIS) prior to award. Other FFRDCs or contractors that propose using FFRDCs not discussed herein shall provide rationale in the proposal that research is within the purpose, mission, general scope of effort or special competency of the FFRDC and that the research to be performed would not place the FFRDC in direct competition with the private sector. Offerors must mark their proposals with the restrictive language stated in FAR 52.215-1(e). For the purposes of this BAA, the business size standard is 500 employees, NAICS 541712. The acquisition is unrestricted, full and open competition. Nonionizing Directed Energy Bioeffects

To protect eyesight of the Soldier, this Program Area explores and develops prognostic and diagnostic applications to protect against retinal cell injury or reduce neural element loss after injury, medical treatment strategies for laser eye injury, and tests the feasibility of advanced neuroprotectant pharmaceutical agents developed under the Neurotoxin Exposure Treatment Research Program (NETRP) to minimize or reverse adverse consequences to the Soldier of eye or skin exposure to nonionizing directed energy.
With America's anger seething at the $770 Billion dollar bailout of Wall Street, NEI is releasing a report wherein they assure American's they are getting very little taxpayer supported bailouts of thier industry. Simply stated, the report is all smoke and mirrors, crafted to HIDE THE HUGE amounts of money (into the trillions) that Americans are being asked to pay for, have paid for to save the nuclear industry.
As one example, hundreds of millions of dollars are being funnelled through the DOE to colleges willing to train new nuclear industry employees. Simply stated, we Americans are being forced to pay for the training costs of Nuclear Industry Employees. Secondly, the study fails to include the money so far spent on GNEP (Global Nuclear Energy Program), fails to mention the $1.5 Trillion in funding needed to deploy this UNTESTED technology that will not work.
Let's talk about the Price Anderson Act that precludes EVERY AMERICAN from getting insurance to cover lossed from a nuclear incident at any one of the 104 aging nuclear reactors in America. Let's talk about the billions dumped into trying to find and site a long term disposal facility in America...THINK YUCCA MOUNTAIN.
The nuclear industry wants to build 200 new Nuclear Reactors in America by the year 2050...first, it cannot be done. Secondly, the nuclear industry wants a ONE PERCENT LOAN GUARANTEE, stating that Wall Street will not invest in the industry without these loan guarantees. The average new reactor is expected to cost $10 Billion dollars! (Note-history shows us there is going to be at least a 70 percent cost over run on these costs, so real cost is closer to $17 Billion). Do the math, and the Nuclear Industry wants to put Americans on the hook in the form of LOAN GUARANTEES to the tune of $3.4 TRILLION DOLLARS, or almost five times the amount of the current Wall Street Bailout now under discussion in Washington, DC.
As Americans tired of funding corporate profits, it is time we demand the end to Nuclear Industry Bailouts, time to tell our elected officials that the days of subsidizing nuclear industry profits MUST COME TO AN END. At 50 years old, it is time for the nuclear industry to pay its own way, or GO OUT OF BUSINESS.

News Release New Study Shows That Federal Energy Incentives Have Chiefly Benefited Oil, Natural Gas Industries Renewables Incentives Outpace Nuclear Energy Since 1994
(Washington DC) Sept. 23, 2008 — The main beneficiaries of more than $700 billion of federal energy incentives over the past five decades have been the oil and natural gas industries, a new study reveals. The oil and natural gas industries together garnered 60 percent of federal incentives between 1950 and 2006, with 46 percent of the roughly $725 billion in federal support going to the oil sector, according to the report by the consulting firm Management Information Services Inc (MISI).
The report shows that the oil industry has benefited from $335 billion in combined incentives, with natural gas receiving $100 billion.
As long as America is focused in on bailouts, angry that our Government is spending hundreds of billions to bailout corporate America, this seems the opportune time to bring up the fact that George Bush, John McCain and Congress want to bail out the nuclear industry to the tune of $500 plus BILLION DOLLARS in incentives and guaranteed loans! Can we as a nation really afford to pick up the tab for a nuclear industry that cannot operate at a profit unless these companies are constantly subsidized THROUGH OUR TAXES? While you are calling up your elected officials to express your ANGER at Corporate Bailouts, you should tell them you are against Federal Funding for the building of 200 new nuclear reactors in America...not counting the guaranteed loans to the Nuclear Industry (over one trillion dollars), the DOE wants us as tax payers to pick up another $500 Billion dollars for GNEP (Global Nuclear Energy Program), which amounts to America's middleclass being SADDLED with another $1.5 Trillion dollars in debt, yet recieving NO OWNERSHIP STAKES in the companies recieving this taxpayer corporate welfare!
